The Nazis just copied the United States just brought it to new level. Eugenics started in the United States with the government and medical professionals telling families to put their disabled children in institutions so they can be sterilized and not breed anymore "defective" children. Read "The State Boys Rebellion" about a state institution in Waltham, Massachusetts. A few boys had medical experiments done on them without consent.
