This was filmed in Houston, Texas on the Sabine Street bridge. I was there when it was filmed. It was definitely not filmed in China. It was even raining...hard to tell!

I did the comping on this commercial back when I worked at Zoic, so I can tell you at least that the only digital alteration to the folks in the car was some sky replacement & shadows. As to the license plate, it's fairly common to replace the prominent plates in a shoot with artificial ones to avoid any trackback to a real vehicle (like using the 555 area code). It may have been deliberately "genericized" for international use.
