TUV AUSTRIA was awarded the EU-Twinning Light project, which aims to implement the SEVESO II directives in Romania. Plant and process safety experts had been training the Romanian Ministry of the Interior and consequently the civil protection agency for more than half a year on site in Bucharest.
Numerous activities set the stage for elaborations on approaches, methodologies and examples reducing industrial accidents. Methods of risk analysis, such as HAZOP, LOPA, SIL and Swift Analysis, were explained in depth.
An emergency exercise in Romania's largest chemical factory, owned by Oltchim, allowed for an evaluation of the successful execution of technical training lessons and the proper definition of efficient emergency plans in a practical, real-world environment.
A leaking chlorine gas tank had been chosen as an appropriate scenario. The joint operation of internal and external emergency units and local authorities was conducted commendably. The exercise furthermore gave the plant operator an opportunity to check the internal emergency plans for actuality.
