How many people in this game have techs? Imagine it outside the characters you get?
What could Chrono's mom do with a spoon?
All the dualtechs are useful in their own way. Frog's appears to be the weaker link but I haven't played in awhile.

I don't know about those that hit all enemies, but as for single target I'm a huge fan of Drop Kick (Frog + Ayla 3rd Double Tech). I can't think of anything else that could possibly top how much damage it can do, AND it's neutral element. :D
