It´s the well-known folk-dance Varsovienne, known throughout Europe. There is indeed a version by Johann Strauss the Elder, one of his first compositions at all (Opus 10), but the tune came from Leipzig, ca. 1690 (!), when Saxony and Poland were united under August the Strong.
