@Rahlgd : It is Oaxaca, the state has great climate diversity. The barren part corresponds with the region of mixteca oaxaqueña that presents/displays this characteristic.

Are you sure? The environment in this video seems much to dry and arid to be Oaxaca. This looks more like Northern Mexico, Southern Mexico where Oaxaca is a lot more green and is sub-tropic.
