It is an inhospitable environment for pedestrians. It is a call to action and it demonstrates the need for TOD standards that support the concept of streets as a great place for people.
It's also a call to action for the LADOT and the LAPD. How is it that the signals aren't surveyed or tested on a regular basis, how is it that the investigation into a death of a pedestrian doesn't include looking at the street signals to see if they are working?
