isnt this a technique that most mounted archers had to learn and master?
Exactly! Parthians were people who spoke a Indo-European language. However, it was probably a military and political allience consisted of various tribes and nations. Such contributions have been a part of Central Asian history and culture. Since there is no other scintific evidence historians tend to classify/categorize such civilisations according to the native tongue of their war lord.

Parthians were a nation that spoke Indo-European tongue, so they're related to Persians but are not exactly them. In Central Asia people of different tongue and ethnic origin lived together and shared a common culture. It was not too much different for Ural-Altaic people such as Korean or Turks or Magyars or Mongols.. This technique has been named after Parthians. Nobody knows whether it existed before or not. Turks have undoubltly been one of the nations who performed this technique perfectly.

...but in the US bows with sight windows are also accepted as "traditional" tackle. Use inexpensive aluminum or carbon arrows at the beginning and switch to wooden arrows when you are more experienced.

Geva,
Thanks for your interest.
Gokmen who demonstrates the Parthian shot can shoot on horseback. There are a few more people who can do that in Turkey. Besides, the mounted archery is still on baby steps in the country. But we're trying to revive this martial art of our ancestors too. For a newcomer to traditional archery a bow made from synthetic matarials, 30-35 pound of draw weight, with no sight windows would be great
