I detect a slight influence of Joseph Joachim here -whereas Joachim drops the tempo to almost standstill Bell however chooses to do in some parts only.for a virtuosic piano version of this ( 4 hands ) see my upload of Labeque sisters.

Basically, Joshua stops traffic on an old time sound stage.
The stage was actually one of the stages used in Gone With the Wind.
It is lit evocatively with period carbon arc lights, (just like the classic B&W films of the 30's & 40's used). The stage hands, stop to listen. (That usually doesn't happen, by the way).
A child stops in her play, Karen smoke wistfully, the seated maestro that Joshua plays to, is moved to tears.
When Joshua stops, the moment is broken, the world starts again.
