As suggested, They are called "dandelion fountains" like most modern fountains the water is "recycled" so no, they do not waste water.
They do however require big pumps to operate though.

My dad used to work in the building right across the street from that. Hobos and a bunch of weird people would swim in it...

There are some of these made by artists, and some sold by commercial fountain companies, the latter usually called Dandelions. PEM of Canada sells them, as does Hall Fountains.
