Who gives China the power to negotiate with each country? For example, agreement between China with one particular country may be opposed by other claimant countries. Therefore, any bilateral agreement between China and a claimant country is not valid. China just wants to deal one-on-one with each country so that it's easier for China to bully them with a threat to cut trade benefits and aids from China, or even a threat of use of force. ASEAN countries want the US there. Only China opposes.

How can "internationalization of this issue" not work? Maybe it does not work in China's favor. International Court will look at facts and historical evidence, and base its decision on UNCLOS that China singed. China has no proof of ownership, no facts, no supporting evidence, that's why they are afraid to internationalize the issue. China must end its expansionism policy. China signed the UNCLOS & must abide by the laws like everyone else. China thinks it is a big country and can bully small countries around. When the US gets involved, then China starts crying it's a regional matter.
