@junior5516 At first I fault that but I recoreded it at its best 13.5 and the problem still occurs. Its good that if you watch it at 720 it fixes the problem but at the same time its a problem I do not really want.

It has nothing to do with my PVR. This is all down to this new YouTube design that they have going on in the background and with all the new changes its making uploads a nightmare. I spoke to oShinAkumao regarding this as I had some uploads late last night acting up which I had no idea about. Is anybody else having the same problem? What I will try to do is record the bit rate at 7.00 which is normal quality so the replays from now will be kinda bad quality but I will still upload.

all you have to do just put the video on 720 p and everything will be fixed :)
