He is playing 16th notes.
As the notes have to be played reasonably fast, some drummers use a combination of a wrist hit and a forearm hit.
Jared is using this technique - so your untrained eye can only see the forearm hits, where as he is doing forearm and wrists. Try to watch is more carefully like @SlovenskiOtrok and I do.

@SlovenskiOtrok Definitely not... He's playing 8th notes on the hi hats when it should be 16th notes. Basically he needs to play faster with his right hand. He's a good drummer but not great. He just doesn't seem to be able to get the groove of the song right.

....it may sound offensive but it has nothing to do with fede.....I believe they are so different in playing drums....my opinion :)
