@Blacckkfire If you know anything about anything about Bioware, you'd know they encourage mods. But that's besides the point.
1.There's nothing in U.S. law, nor in any any western civilization's law that prohibits simply tapering with files. Even in online games, you can't get arrested for hacking Halo, WoW, or Resident Evil, or heck even SSBB. It's simply against the "rules" of the game.
2.At "TesNexus.com" you'll find a crap load of well scripted mods made by people who aren't even 18 yet.
