Old Video! Uninformed people have no idea the impact of ATVs. Correct the state followed the letter of the law instead of the spirit of the law. An ATV has no more impact than a snowmobile does with snowcover. Most SMs are noisey smelly 2strokes and probably do more damage than any ATV could on the snow. Plus they travel much faster than an ATV and can create a greater hazard than an ATV to non-motorized users. Ignorance and fear won, out its sad. No reason ATVs should not have been allowed
Actually, I'd say your university should be embarrassed. And apparently you didn't go to law school- it is (and has been) illegal all along. Finally the state is following the law- something most ATV meatheads don't understand, apparently.
Snow protects the soil under the snow. That is why they were allowed to ride them snow covered. A cross country skier has the same impact on the soil under the snow covered trail as an ATV, snowmobile or sleddog....NO IMPACT. That is the beauty of SNOW COVERED TRAILS. I know I have a masters degree but I though it was pretty easy to understand......

I didn't go to law school, don't ride an atv but do have a degree in taxation and work for the IRS. Can't wait to red flag your return ;)
