If this is a good idea now, why wasn't it a good idea a hundred years ago. It seems sort of uppish to believe that this generation is actually "historic" and "unprecedented" when politicians say that to every generation as a way to pass their bills and go to war. It may be wishing thinking to now trust these public initiatives when since the 20s they subsidized everything you mentioned, but I don't know.
Green cities require a way to encourage cities to become more compact, to adopt policies that reward smart growth rather than urban sprawl. Rarely mentioned in these discussions is the fact that urban sprawl and far flung development in general is caused by land speculation, i.e. the ability of land owners to profit from cashing in on the increasing value of land. No amount of regulation has been able to overcome the profit motive for sprawl. More intense taxation of land value is now required.
