  • Notice how Judge Winter rudely interrupts -- after inviting public comment! Notice how the Judicial Committee refuses to do what Congress directed -- to develop rules to implement the Act of Congress. The Committee proposes to merely copy what Congress has already done, developing nothing new for the implementation. To interpret a so-called "remedial statute" a Court must interpret the statute broadly to effectuate its remedial purpose. Notice how Judge Winter plans to do nothing.
