Actually,that person is Javuto,or Javutich as he is called in some versions of this film.He is not one of the Vajda family,merely a retainer.
He was mistakenly called a prince in these,since at the prologue he is referred to as Princess Asa's servant.
However,i agree that he does look very like some people's idea of Vlad Tepes.

So, Prince Vajda is very much a Vlad Dracula type, yes? He looks just like the historical Dracula and he wears a dragon.
