From the pieces I joined together here in the "You Tube", it seems some kind of romantic comedy with some police/crime background.
The "monster" scene is a hoax conceived by Chiranjeevi's (the lead actor) character with his friends' help in order to help him to win Radha's (the main actress) character's attention and love.
