i don't think clu sent the page, because why would he have to check sam's disk to see how he got on the grid. if he sent the page then there'd be no reason because the supposed luring would have worked. Also, if you watch the short film "the next day" ram talks about how he doesn't wanna give up on the mystery behind the page, as well as flynn. I think the dillingers sent the page, it had to be them. That way, it sets up the villains for the next movie.
