At 0:37 it partly sounds like some elements of Brahms' Symphony No. 1 in C minor, Op. 68 (Adagio-Allegro non troppo ma con brio) I'm serious about that now!

his voice in the verses sound so much like the libertines. i totally absolutely love every bit of this song andrew is a wonderful songwrter

In the sense that it is dedicated to a fellow musician, then I guess the answer has to be yes. Plus his voice sounds almost exactly like Treacy's here. The Bowie song itself might not necessarily have been an influence though, eg. Dylan himself wrote a "Song to Woody (Guthrie)" a decade earlier, etc, etc.
