Anything in chain speed 2 can be countered by either the same chain speed OR chain speed 3 unless what's played is a chain speed 3, then only chain speed 3's counter another..

Yu-Gi-Oh! Went to shit once GX was out. The first five booster packs after Ancient Sanctuary were pretty nice, but afterward everything was pretty stupid, complex, and at times broken. R.I.P oldschool Yu-Gi-Oh! for Pokemon lives on at a stronger vibe than you.

you can only activate spells and traps that alter atk or and def in the damge step

solemn negated the summon, priority effect didnt come because, basically celestia was never summoned. if the card didnt negate the summon otherwise, he could use the effect of celestia.
