I've worked in an animal shelter before and most of the times when you have cats that behave like that it's not because they were abused, usually they are ferrel (wild) cats that lived in places like abandoned homes, under occupied homes, or detached garages and animal control was called to remove it. Usually it's because it has already caused problems such as aggressive behaviour with children that may live in an adjacent building.
