Its a ballast box for pulling a heavy draw bar trailer. You put heavy weights in it, like steel plates or concrete blocks. The weight keeps the drive tires from slipping.

@bj99ful In ct there was a company in the 70s that would swap them in my father actually owned one with a detroit 6-71 until it blew up
