McCain's arms do that because he doesn't have 100% use of them. He was a POW for five and a half years during Vietnam. During that time he broke both arms,a leg, and was beaten daily. The big reason his arms don't have a wide area of movement is because the Vietcong hogtied his hands behind his back and hung him from his hands, causing his arms to completely dislocate from his shoulders.
