No, Anderson never was a Spectre. He was considered for it, but an incident with Saren upset his chances. It's detailed in the book Mass Effect: Revelations, I believe.
Didn't quite get why the option not to tell the council was there. How would the story progress? I seem to be living vicariously through your renegade character. I don't like "The Dark Side" much. What sort of lie is that? Wasn't Anderson the first human spectre?
