That Radiator fan clutch sounds like it's due for replacement. Not 100% sure, but i'm pretty sure it shouldn't spin up that fast once it's warmed up. I converted mine to electric fan with a relay and switch. i will be getting a temp monitor to turn the fans on before summer though. Oh to answer your question about my wheels offset, I don't know what they are. I bought them used from someone local.
