Q: How could a loving God send billions of humans to a place of eternal torment for simply not believing in his existence?

A: Put aside for a moment that the place you are speaking about, the lake of fire (i.e. hell), is not a place where unbelievers will spend an eternity burning and suffering. That is a popular misunderstanding, based of the flawed interpretation of the Word of God, for hell is a place where unbelievers burn until they are consumed and no longer exist; and, it's the result of that consumption, which is eternal. They never exist after then are consumed, and everything that is of them is wiped away and eternally forgotten with them, which is why I posted the thesis titled "Everything of the rasha (ungodly, criminals) is wiped away and forgotten". But that's not the issue, so, lets set that fact aside for right now. Listen to Peter said to the believer in his second letter to them, for, he wrote (see 2 Peter 3:1-9)

The question you needed to ask yourself is not why God would do that. No, it is this. Why is it that when God, who doesn't want anyone to perish, presents them a way to escape; that, instead of being thankful He has made a way, they get mad that it is not the way they wanted and throw it back in His face!

Imagine if I came to you and offered to help pay for your house, so you didn't lose your home to foreclosure, but because I would not save your home for you according to your terms you rejected that and you lost everything you invested in it. Is that my fault? No sir, because I offered you a way out and you despised it; you chose, of your own arrogance and ignorance, to reject my way because it was not your way (it was not exactly the way you wanted to be; according to your terms and not mine); so your lose is entirely your own fault alone! And that is the same thing that man has done, and is doing right now, because they want to have a salvation without repentance; they want God to save them on their terms, according to their dictates, but God has His terms and they are not negotiable!

"There were present at that season some that told him of the Galilaeans, whose blood Pilate had mingled with their sacrifices. And Yah-Hoshua (Yahweh Hoshua, Jesus) answering said unto them, Suppose you that these Galilaeans were sinners above all the Galilaeans, because they suffered such things? I tell you, No: but, except you repent, you shall all likewise perish. Or those eighteen, upon whom the tower in Siloam fell, and slew them, think you that they were sinners above all men that dwelt in Jerusalem? I tell you, No: but, except you repent, you shall all likewise perish." - Luke 13:1-5

In the days of Noah, God gave them a way to escape, but they made fun of the messenger of God and rejected His provided way; and, then, the flood came and they perished. Yahweh God didn't want them to perish, He wanted them to repent and believe, but those ungodly people chose to reject the way that He provided and die in their sins! They chose to deny Him, to reject His provided way, and perished because of that; it was their own fault alone! They made their bed, and then, they had to lie in it; it was their fault, completely, alone!

There is only one way that we can be spared from the wrath to come, and that is the way that Yahweh God has provided for us, by partaking of the sacrifice which He has provided (He provided Himself as the sacrifice, in our place, for all our sins); if you fail to partake of that, and you end up burning up in hellfire, don't blame Yahweh God for that! You have nobody but yourself to blame, because He provided a way to escape and you rejected it, that makes your destruction your fault alone! It will be your fault, completely, alone! Amen, and amen.
