The Met Office (who employ all the weather people) were making staff cuts and several of the weather presenters were getting moved to purely desk jobs. So when he said "We could do with something stronger at the Met Office" he was basically saying "people here are getting sacked and we're all going to get drunk" (at least that's how I interpreted it)
