I have nothing to do with the Indian Police Force.. however Indian Intelligence was very unprepared for this attack and was actually a shock not only to India, but the world as well..
I understand yes 200 people in 3 days is a lot! But we must also understand the circumstances and political issues.
I just hope nothing else like this happens again to India or Pakistan..

It may be so as their were innocent civilians being held hostage. Unlike India, Pakistan would care less if innocents died.
