In 1965, San Francisco Bay fill was outlawed. Perhaps if more of the swamps around Redwood City and the shallows from Brisbane down to San Mateo, and the corresponding sides of the East Bay, were filled in, there would be more agricultural land in Santa Clara County than there is now. Certainly towns like Tracy and Fairfield would not have exploded the way they have.
