so do babies ACTUALLY laugh in the sense we understand laughter or are they just imitating their parents and enjoying the rewards and attention?

You are correct that babies have an innate sense of humor. As you can imagine, I don't spend every night laughing at my husband while he brushes his teeth. Therefore, it isn't a learned reaction. Babies develop surprisingly quickly a sense of social norm, and somewhere between 2-4 months they begin to find anything out of that social norm humorous. That's why it's pretty typical when you say "NO" to your baby sternly for the first few times they generally just crack up.
