Eurogroup: Wolfgang Schauble reassures Vítor Gaspar on the adjustment of Portugal (IT, EN & PT)

On the sidelines of the Eurogroup meeting and caught on camera, Germany's Finance Minister Schaeuble hinted that his government was prepared to adjust the Portuguese EU/IMF programme. In private, he told his Portuguese counterpart Gaspar, "If then there would be a necessity for an adjustment of the Portugal [...] we would be ready to do that". But Schaeuble also told him it is "key" that any decisions on Portugal's programme are made "after a substantial decision on Greece".

It was not clear what kind of adjustment Schaeuble was referring to, i.e. more EU/IMF funds or a relaxation of the deficit targets. But in any case, those kind of comments are constructive for Portugal -- and also Ireland -- as they support, for the first time, the statement issued by the heads of states at the last EU summit: "We will continue to provide support to countries under a programme until they have regained market access, provided they successfully implement their programmes".

Portugal is in the situation that it is, due to junk rating from US ratings agencies, based on low growth not debt/deficit. ie. 1 % - 2% growth wasn't good enough, hence devaluation. Up until then, Portugal's working deficit was on par with most EU states, including Germany. unlike Ireland/Spain there was no bank crisis, no housing bubble, banks were healthy. how many fortunes made shorting Portuguese bonds just like GS shorting Greek bonds, right after it helped Greek gov't set up Shady Swaps.
