I'm not black, so I can't say for certain, but in Japan it really doesn't matter. It's not an issue of skin color it's an issue of Japanese or not. Most young people here are very open and friendly. The older people in some areas can be a bit close-minded however. But again, skin color has not much to do with it, if you aren't Japanese, you're under the same umbrella. At least from my experience. The people who get treated the worst here are other Asians, Koreans and Chinese for example.
