This was created by the Bic Lighter company as the tail end of what would start off as a "No Smoking" policy trailer. There were many variations, usually involving two Bic lighters "talking" to each other, then the "No Smoking" title card, and then the Prevues intro. Many theatres ultimately cut the Bic material off and just used the Coming Attractions portion, as this particular snipe demonstrates.

A part of this sound track was used for a Canadian theatre chain's "Coming Attractions" ad, Famous Players Theatres in the 70's.
The music is "Destiny", by our old friend Mr. Keith Mansfield.

Ah, that's the one! I've been searching through policy trailers/theater bumpers galore looking for it.
This was screened throughout the early '80s by an independently owned multiplex in the small town I grew up in.
I think their version may also have been the black-background one that, as others have mentioned, can be partially seen in "Grindhouse."
I always loved the fanfare music. Nice.
