In Wisconsin this sort of thing with the lack of clearance had been blessed by the AHJ (state). The feeling of the state inspection dept. is that it need not be readily accessable if the disconnect only contains a pull out/switch and no equipment that requires examination ala NEC 100 and 110.26. That said fuseable disconnects are required to have proper 30"x36" minimum clearance.

The license would help. But what is worse than that is that Phoenix hasn't been enforcing permits, inspections and the employees for these companies don't even have to have proper training or certs to be allowed to service heat pumps or even GAS furnaces! They are lucky to check for an EPA card.
Nice!!! That install was so screwed up with the bad piping that I didn't even notice or point out the messed up disconnect! It's also nice to hear from another local who knows that the lack of permits being pulled and lack of inspections has caused the epidemic of bad work here in the Phoenix, AZ area. :-) I previously worked in Gila County (Payson, AZ area) and we pulled permits and we would have failed inspection miserably on this install! That alone forced installers to be skilled. :-)

Too many do it yourself people out there an tradesman that don't care.Another thing that would help the state is that it needs to change the license requirements.Currently if you contract work for $1000. and under you don't need a license.ALL work should require a license!
