Reporting a stolen bike to the police usually only makes sense to obtain a report number, in order to progress an insurance claim. Locking one's bike to a cycle stand or lamp post is a deterrent, but the determined thief will simply cut the chain or break the lock. And some will even steal the wheels and/or other parts fitted with Quick Releases (QRs). It is somewhat of a stretch to claim that bike theft encourages reciprocal theft, to make up for the loss :-)
