No. Arabians/Arabs are a race of people that are spread across the Arabian peninsula and North Africa. Iranians are Persians, that are a separate race of people. The Iron Sheik was Iranian. Davari I think is Indian, but he's playing the role of an Iranian here.
He is wearing Arabian clothes though- wrestlers representing Iran typically wear them because they're flashier than Persian cultural dress and have a "menacing" stereotype about them.

it is choreographed, sheik abdul bashir has obviously agreed to stab in this match to make arab people look bad. and he allways talks of himself as their representative, and all he really does is make arab people look like a dishonest people.
