Who cares?
The guy surely isnt on a pro golf tour...who the hell cares if a single cheats?
And a LOT of us play by winter rules all year long.
Ive already snapped a 5 iron shaft in half because of shitty course conditions.
Since Im NOT a tour player who gets my clubs for free I'll bump it up in some grass every time rather than playing off deadpan and having to pay to get a club fixed.
Mind your own damned business.

Question: with winter rules after you bump your ball does it magically switch from the Pinnacle Distance hit off the tee to a ProV for the approach shot? And on the green does it switch again to a 10 year old Balata because you really like the feel of putting with one of those except for the 4 foot comebackers that you just pick up. And when you top one half way to a 130 yard par 3 and then re-load a mulligan into the hole, is that a Hole In One too ??? If not, you need to be playing with Beak
