Hi I have a Q re People with late degree rising signs.I have Libra rising at 23 degrees.This takes my transiting planets (unless im totally wrong) and puts them into the next sign which for me is Scorpio. So,Like my pluto instead of in H 4 is inH3 and so on Do I need to listen to as in my case 3 forcastes?

Anyone out there have same delemna?
