    It's much cheaper to launch small ships this way. Also they can launch them from just about anywhere where the waters deep enough. Drydocks are used primarily for much larger ships that would be damaged by a launch like this.

    The ship is not going to tip over. Ships will lean just like that in strong storms. Buoyancy is a great thing. If the ships would tip simply from rocking over to their sides they wouldn't be sea worthy.
