Imho, you have the bags to protect your stuff from two things... 1. splashes of water while kayaking or whatever... 2. you accidently drop your gear into water.... the first situation wouldn't be a problem and in the latter situation you fish up your great really fast. So in real life, there isn't a hand pushing it under water. I do agree though that it is interesting to know whether they're water proof or not... although of little practical value.

The bubbles pretty much prove that it's not waterproof. The reason your clothes stayed dry was the air pressure was forcing air out the holes, and not letting water in. Try turning the bags inside out and filling them up with water, then see if any water comes out.

I use a large Outdoor Products dry bag from Wal-Mart to carry my clothing or my tent/sleeping bag/mattress pad on the motorcycle. It is only $15 and is well built and waterproof.

the bubbles were probably coming through the opening, maybe you didn't seal it well.
