This is a Very, very rare occasion where I find myself agreeing somewhat with cenk, "don't make the taxpayer pay for this mess". However, he didn't miss an opportunity to blame Bush, but you have to factor in baseline budgeting, here each department's budget automatically increases every year, regardless of what anyone does, that's why the gsa department's budget increased under Bush. Baseline budgeting was implemented in 1974
