Exactly when did Norrington regret what he did in Dead Man's Chest? He was happy in At World's End because he was killing people associated with piracy as he said he was going to do. He wanted to work for Beckett, anyway. Norrington is the most despicable character of Pirates of the Caribbean and I'm glad he's not coming back.

In his final scene, Norrington tells Elizabeth that nothing will ever absolve him from his "other sins". Stealing the heart to retrieve his honor was understandable because he was a man of order and was never meant to live a pirates life. Nevertheless, what he did was wrong, and he realized this once he saw what kind of man Beckett was. So he sacrificed himself for Elizabeth not only because he loved her, but because it was the only way the pirate brethren would meet and put a stop to Beckett.

He heard about Beckett from the perspective of Jack and Gibbs, two men who believe that anyone who sails the seas and is not a pirate must mean trouble for them (besides, honesty is not their forte). How could he be sure Beckett was truly evil? Nevertheless, betraying them was not right, as I already said. All he wanted was his life back, nothing more; he just went about doing it the wrong way. As for Elizabeth, he was frustrated with her in DMC for believing every word Jack Sparrow told her.

In AWE, Norrington he chooses to stay on the Dutchman after releasing her because he wants to finish what he started. He got himself there, now he has to endure it (like a penance). Escape would be too easy. Thus the kiss was a farewell kiss because at that moment, he accepts that he and Elizabeth were never destined to be together. They could never live the same life.
