ISPs would randomly just BAN sites "against their interests"? That's not how the Internet Service market works. If an ISP randomly censors content it doesn't like, it's not going to ever get any buisness from anyone that wants to see that content. The only stuff that they will ever get away with censoring are the things that truly deserve deprioritization. If the government regulates the activity of ISPs, its only one step away from regulating internet traffic itself.
