It is important to remember that these are rural villages, far from a central power generating station. Solar and/or wind with battery back-up makes sense here because, at $3k to $20k per kilometer to string a power line, they may not get electricity for 20 or 30 years. Even having intermittent power to maintain a health clinic refrigerator, lighting, water pump, communications system, etc. is a significant improvement in quality of life for them.
