Because A) Yellow is a warm color, which is much more inviting than the cold themes of any other OS, and B) I think it might be inspired by general African themes, which usually involve lots of yellows and browns.
9.10 should be moving away from the brown and yellow themes.

my ubuntu 8.10 takes a wee bit longer to boot because I have it booting blender, gimp, and autosketch on start. Gotta love Linux!
