I'm just posting this video as proof to Nitrous Oxide's playable existance. He is unlocked through gameshark. This works on both NTSC and PAL versions on the console. I'm using an emulator though and for it, PSX Emulator Cheater:

***Edit: the cheater now works with the emulator with NTSC discs with the PAL-NTSC cheat in the PEC***
Ok, I know I'm not great with him but since I'm playing CTR by non-console means, I'll just say I used a crappy controller which explains some random turns. And oh did that TNT crate pay off on 1st lap. ;)

For those wondering, Oxide is only unlocked through gameshark "or some other cheat device". Look for the code throughout the comments if you're interested. There's more than one working code also.
