Pest Control Question: What type of hive is this?

Wondering if there is a non-destructive way to eliminate the best while preserving the hive and keeping the nest intact. These are not bees, but they may be yellow jackets, wasps or hornets; the nest type has not been researched yet. A couple vanilla-scented incense are being held up with safety pins in attempt to smoke-out the winged, unwanted residents.
