It may not look as good, but you could try turning your brush to a low hardness and opacity. Manually giving it a glow effect, then blending it some.

If you can overlay images on top of your footage then it should work.

If I movie supports transparent images, save it as a .png with a transparent background. If imovie does not support transparency, use a green background and treat it like a green screen.
